It looks like your Yakima 2-bike rack is too long to allow a roof cargo box to fit behind it. Only possible solution would be to use two individual bike racks on either side of a smaller cargo box like this Yakima RocketBox Pro 14 # Y07192 that you referenced. This box is 33 inches wide so it would pretty easily allow bikes to fit on either side of it.

I do have a solution for you to carry 4 bikes, but since the trailer hitch receivers that are available for your 2016 Chevrolet Cruz are 1-1/4 inch Class I receivers you will be limited to a 2 bike carrier for the hitch.
